Stress will cause hair loss as a teen. Vitamin deficiencies can also cause it. I would say go to a different doctor and see what they say.

Prevent Hair Loss and Regrow Hair in Just a few Weeks!
Provillus for Women aggressively seeds your scalp to create the optimum environment for new, healthy hairs. It supplies the proper nutrition to bring dead hair follicles back to life or prevent hair loss from occurring!
Female Pattern Baldness (FPB) effects 1 out of every 4 women in the United States. Recent findings have found that the incidence of FPB has been reported to be as low as 8% and as high as 87%. And, it does appear to be as common for women as for men. Most often, menopause is the most frequent time for female hair loss to become apparent
For women hair loss can be even more troubling than for men. Female hair loss is not generally accepted as part of the normal aging process. Society has come to expect a thick, luxurious head of hair as part of the attractiveness in women.
While men and women can both experience pattern baldness, they typically do not lose their hair in the same order or appearance.
Provillus for Women is specifically formulated for the specific hair loss problems that women experience. Provillus for women aggressively seeds your scalp to create the optimum environment for new, healthy hairs. It supplies the proper nutrition to bring dead hair follicles back to life or prevent hair loss from occurring. And Provillus is an all natural supplement—no prescription necessary!

If your sisters family has a side of hair loss then that could be the problem. If you notice any side of her family with baldness or very thin hair then she will have very thin hair. This is very normal, it happens all the time. Hope my advice is helpful for your sister. You also might want to think about using Tresseme' or Aussie hair shampoo and conditioner for the whole frizzy and damaged thing. Thanks, ^^^Brandon^^^
